Quote Me On This

I'm going to figure out why this sign contains quotes. Does anyone know?

Was this really the home of the 1960 Winter Olympics, or did someone just SAY this was the home of the 1960 Winter Olympics?

I'm hardly a grammar geek (perhaps you've noticed if you read my typo filled posts), but these quotes bug me. I have a detective on the case in Squaw and I look forward to her reporting back soon. Stay tuned.
